The gap is usually 30–50%. A kennel-club metric means confirmed origin, show and breeding eligibility, predictable size and temperament. Without papers you're getting 'a dog that looks like the breed' — fine for a companion, but don't pay purebred money for it.

An adult dog is a known temperament and size with no surprises, usually already neutered and vaccinated. Ask the caretaker about behavior with kids, cats, and alone. Adaptation takes 2–4 weeks by the 'rule of threes': 3 days of shock, 3 weeks of settling, 3 months to full trust.

Roughly 3–6 thousand hryvnias: bed, bowls, gear, toys, pads, first food. Plus first-year vet care — vaccinations, treatments, chipping, neutering — another 3–7 thousand. Budget for it before the purchase, not after.
